This enables all languages for the moment - let's see if we can get them
all ready for the 3.1 release.
It also fixes the use of \% instead of %% in one of the strings.

Most of the translated phrases have more characters than in english. But I
verified the Subsurface user interface, and there are no strange side effects.
I had just a doubt about "trip" translation. I used portuguese word
equivalent to "expedition". Some of the diving related words we don't
translate. Even "buddy" is the word used on local diving boats!

About 220 strings are missing from each of them - it's better to give
people a consistent English experience than a half-translated one.

Most of the actual version numbers are derived from the git tag, but we do
have the fallback hard-coded in the Makefile (e.g. for people building
from a source tar-ball).

Left some acronyms (SAC, CNS, EADD, MOD ...) untouched because I think
they are used mainly this way, specially by technical divers, while have
translated other like PEA for EAD or PNE for END because they are used
both ways. There are some others I never heard of in spanish, always in
english, even when talking spanish divers, like CC Setpoint.

Some acronyms like MOD, SAC etc are left 'as is' as they
are widely known and used in polish diving community
so thinking up a polish version would be plain confusing.
Most strings are translated but there are some that do not show
in my poedit (like "select events" / "gaschange") or I was
not sure about.
